• First you need to go to this link and download the form to obtain a new learning license.
• Then open the form in Adobe Reader and fill the form carefully. Choose RTO under your city in RTO section. Fields marked with red dots are compulsory. 
• Then you have to submit the form. Note the web application number for future use.
• Now for booking an appointment to take LL test, go to this link
• Enter your web application number and date of birth
• Now book a slot to give exam in your convinient time slot.
• Go to the nearest RTO. For example, if you are living in Ahmedabad, then you need to go to RTO working under your area (RTO Ahmedabad) .You have to go with following :

- Any one of the Follwing Residential proofs is valid

1. Passport
2. Light Bill
3. Election Card
4. Life Insurance Policy

- Any one of the Follwing Age related proofs is valid

1. School Leaving Certificate
2. Birth Certificate

- Passport size photos

• You also need to bring Original Copies of your preferred proofs along with the photocopies. Original copies will be returned to you.
• You’ll have to pay Rs.385. This includes your Learning Licence & Permanent Licence for Two wheeler with gear as well as LMV(four-wheeler) NON-TRANSPORT. And Rs.305 for two wheeler with gear without LMV. (four-wheeler).
• Then your documents will be verified and you have to give the computer exam regarding traffic rules.
• You will be given learner's license as soon as you pass the exam.
• If you fail the exam you can give exam again in 24 hours.
• Save the fee reciepts of the license as it will be useful in  obtaining permanent driving license.

• Now you need to book an appointment for driving test in order to get permanent driving license.

• Print the appointment slip.

• There you will be registered and asked to give driving test.
• If you have successfully passed the driving test, you will get your license in 30 days via post at your address.
• If you have failed the driving test, you cn give driving test again after 7 days.
